Drug test for government assistance . . . what?

There’s a chain email floating around which displays flaws of darkness that remain deposited deep in the hearts of man. Plainly put, it expresses the following belief. Those who work 9-5 jobs and pay taxes are subject to random drug tests; therefore, shouldn’t receiving government assistance come with the same examination? In accordance you’re to forward it to five others- if not delete it. Although legitimate in “eye for an eye” cognitive, this assertion was originally expressed by one who has lack of thanksgivings and gratification.
Outside of the basic concerns over the high earthly needs such a requirement would create; this question begs for comprehension of a spiritual truth which asserts those who are given much are required much. Moreover, this declaration throws out the teaching of Jesus that states when you take care of the least of them you take care of Him.
Would Jesus have let those who contributed monetarily donations to his movement instruct who could or could not receive his help? Does the church? One who pays into today’s societal taxes does not have a divine right to inject “popular” regulations due to tribulations along her journey; especially on monies which are solely used to aid our brothers and sisters!
We are joined and each has a function that affects the whole continuing the evolution of man-let’s not forget this. None of us have the vision of God or Jesus; we can’t argue hard evidence that a lifetime of drug use and government assistance will provide XYZ during future lifetimes. But we do know that God has a purpose for everyone so why get in His way with our limited thinking and concerns.
Posing such question to the people (in an email nonetheless) demonstrate reasoning behind my previous inaccurate belief that man was best left to their own demise.  Angel Anabiel please help us!
